This Has Been Bugging Me

Is the road to hell really paved with good intentions?

That depends how you define "good intentions". 8^) In the sense that one desires good but chooses lesser goods over greater ones in sinning, most certainly. It doesn't, however, mean that one who means to choose what is best and is erroneous in hiss choice through no fault of his own is going to Hell. We must be clear as to what we mean. Methinks ultimately the saying means simply that just because someone claims to desire good doesn't mean they're going to actually do good -- and I mean do as in the act they perform, not accomplishing its results -- as applied to, say, politicians who claim to be helping the people but are only enslaving them to the national debt or some other such thing they should know better than to do.
